Disadvantaged Business Enterprise (DBE) Program
Policy Statement
The Hawaii
Department of Transportation (HDOT) is committed to a policy of equal
opportunity and nondiscrimination in the award and administration of USDOT-assisted contracts to DBEs in its Federal highway, airport,
harbor and transit financial assistance programs.
The HDOT has
established a narrowly-tailored DBE program in accordance with
applicable laws, for the purpose of creating a “level playing field”
on which DBEs can compete fairly for USDOT-assisted contracts;
ensuring that only firms that fully meet eligibility standards are
permitted to participate as DBEs; helping remove barriers to the
participation of DBEs in USDOT-assisted contracts; and assisting in
the development of firms that can compete successfully in the market
place outside the DBE program.
Furthermore, the HDOT, its
sub-recipients, contractors and subcontractors shall not
discriminate on the basis of race, color, national origin and sex in
the award and performance of USDOT-assisted contracts, or in the
administration of the DBE program.
The HDOT
Director is responsible for implementation of this policy. The
Office of Civil Rights, DBE Program Manager, is delegated with the
authority and overall responsibility to implement HDOT’s DBE program
on a day-to-day basis. Implementation of the DBE program is
accorded the same priority as compliance with all other legal
obligations incurred by HDOT in its financial assistance agreements
with the USDOT.
This policy
statement shall be included in all contracts for federal aid
projects, disseminated throughout the HDOT and to DBE and non-DBE
business communities that perform work on USDOT-assisted contracts.
